In the Horn of Africa, decades of aid and investment have failed to deliver lasting stability. Despite billions of dollars in assistance, conflict, climate shocks, and fragile institutions continue to fuel cycles of crisis.
Somalia is a striking example: tens of billion’s in foreign assistance over the past decade has not broken entrenched patterns of fragility and weak governance. Too often, interventions have measured short-term outputs — not whether they reduce conflict, build trust, or strengthen resilience.
